Borsa Istanbul A. S. was founded in December 2012 to bring together all the exchanges operating in the Turkish capital markets under one roof: the Istanbul Stock Exchange, the Gold Exchange and the Derivatives Exchange. It aims to become a leading stock exchange of a size that reflects Turkey’s potential in terms of the number of publicly traded companies and market capitalization, with a world-class in-house exchange technology which enables, among other things, linkages with other markets. Borsa Istanbul began trading operations in April 2013 and employs around 650 people.

The company, which formed the basis of Borsa Istanbul, had been trading for 20 years. Integrating the three exchanges has required a major investment in IT infrastructure, with significant changes to both network and software. Borsa Istanbul has to provide its growing number of investors with a fast and scalable trading platform which is aligned to global standards and enables the simultaneous trading of different assets. It also has to meet the highest levels of governance and compliance with international financial standards.

Less than a year after its formation, Borsa Istanbul has 1,000km of copper cable and an extensive fibre network. 150-220 brokerage houses access the exchange through its WAN, which requires a total of around 400 connections to provide full redundancy to each customer. The exchange has 500-600 users from these brokerage houses as well as its own 650 staff, so up to 1,200 people connect to its LAN every day. It runs a range of specialised financial applications and is developing its own software, as well as planning to implement NASDAQ OMX’s market technologies for trading, clearing, market surveillance and risk management.

With its extensive network and heavy daily traffic, exchanging information of a highly secure and time-sensitive nature, Borsa Istanbul needed a way to monitor network performance and troubleshoot any problems quickly to avoid affecting trading on the exchange. Continued high performance is vital to help the exchange maintain confidence among its users and achieve its planned growth.

Kamber Aydin, Senior Network Specialist at Borsa Istanbul, explained: “Everything we do is IT, which is why we have such a large IT team. Six months ago we only employed 60 people in the IT department – now it is 150. The continuing changes to our IT infrastructure meant that we needed a device that would allow us to monitor network performance and ensure that everything was running smoothly at all times.

“We had previously used test equipment from a Turkish company to measure performance and troubleshoot issues as they arose. I wanted something similar which could handle the more complex trading environment we were now operating and also handle higher network speeds.”

Borsa Istanbul evaluated products from a number of vendors before choosing the NetScout OptiView XG, which is the first tablet specifically designed for the network engineer. It automates root-cause analysis of network and application problems, allowing the user to spend less time on troubleshooting and more time on other initiatives. The graphical path analysis and network navigator provide an instant view of connections between switches and devices, enabling the user to quickly map the network and track down the source of problems.

“One of our key requirements was the ability to support faster network speeds, which had increased from 1Gbps to 10Gbps and in the future could potentially reach 40Gbps,” Kamber explained. “The OptiView XG provided this and it was considerably more cost-effective than the alternatives we reviewed.”

Kamber uses the OptiView XG daily to check network performance and to measure internet connections to find out if the connection speed is sufficient or if there is a bottleneck. It helps him respond quickly to calls from the help desk and solve issues at their source. It also offers the ability to monitor wireless networks through the same interface, which is a feature that Borsa Istanbul will be adding shortly in order to manage the organisation’s enterprise wireless environment, as well as its wired network.

“At the moment I’m the only one using the OptiView XG because my colleagues are extremely busy on other projects,” said Kamber. “However, they know we have it and they’re looking forward to using it in the future. The graphics and GUI are straightforward and so they’ll be able to learn to use it very quickly.

One of the key advantages of the OptiView XG is the ability to take the tablet directly to the source of a problem. When the help desk calls to alert Kamber that part of the network is running slowly, he immediately goes to the affected area and plugs in the OptiView XG. He can then listen to all the network traffic and use the device’s intelligent analysis to identify the source of the problem. One of the key benefits is that it will search for all problems in the network – not just the one that has been reported, but also any underlying issues that could otherwise have gone undetected.

“On one occasion recently, it enabled us to solve two problems at once!” Kamber explains. “I plugged in the OptiView XG to look at one issue and found that part of the problem was a software loop that had been created accidentally and was causing a bottleneck in that part of the network. If we hadn’t found it, it could have gone on causing problems for a long time. Once I’d identified the root cause, my colleagues were able to amend the software and we removed the source of the bottleneck.
